Subject:- To conduct inquiry on favourtism and corruption under Prevention of Corruption Act on Oriental Bank of Commerce.
I have furnished valuable information on Core Healthcare Limited matter which was investigated by Anti Corruption Bureau through its officer Shri M M Patel .Some of the details of my earlier correspondence is annexed here with for review by you. But it is crystal clear that Anti Corruption Bureau has miserably failed to expose the collusion of Core Healthcare management with the bankers in the past.
I am giving primae facie information whereby you can conclude that there is collusion of Oriental Bank of Commerce with Span Medicals Limited ( subsidiary of Core Health care group). Span Medicals has sold the property located near Parimal Rly crossing and Doctor House admeasuring 3065 sqmeters around one month back.

It is necessary to collect following preliminary information from Hare Krishna Developers as under:-
1. Whether they have given advertisement for title clearance. If yes , when.

· Whether Oriental Bank of Commerce has informed the so called buyer HareKrishna Developers about the pending Civil Suit 5827 of 2001 as well as Lis Pendens document filed by the undersigned with the SubRegistrar of Documents. The Bank is alreadty aware of pending civil suit as well as Lis Pendens document.

· Whether Oriental Bank of Commerce has taken steps to file objections in the demerger scheme proposed by Core Healthcare Limited in Company Petition 10 of 2006 especially when the attention has been drawn by the undersigned to them vide email to them in February 2006।

· Whether Oriental Bank of Commerce has taken steps to disclose the pending civil suit 5827 of 2001 as well as SCA 1333 of 2005 to SEBI at the time of public issue around March 2005 when it is mandatory to file the details so that the prospective investors are able to assess the risk of investment.

· Why the Bank had to give consent for disposal of the property around Rs 7 to Rs 8 crores especially when the bad debt was close to Rs 22 crores to Rs 25 crores।

These are few pointers where by there is reason to believe and assert whereby one can conclude that Oriental Bank of Commerce as well as management of Span Medicals are hand in glove as well as in collusion with each other to grab the property, to dispose the property and see that the construction of the bunglow is demolished by the developer.

7. whether the Bank had carried out due diligence exercise in detail before accepting the amalgamation of Rupanglam , Flovin with Span Medicals . If yes, then to collect the complete findings backed by documentary evidences as well as recording of the statements.

More so, when the charge created prior on assets of Core Health care was satisfied/paid in first quarter 1999 and replaced by another charge of Rs 12.5 crores on assets of RIPL, FPPL and DFL and Core health care in March 1999 .This shows that this was done in collusion with the concerned officers as well as the management of GTB to let Core Health care dilute the security or let the responsible directors of Core Health care and Dhanyushaya Financial to avoid facing huge liabilities.I therefore call upon Chairman and Managing Director, Executive Director and General Managers and Regional Director and Branch Manager of CG Road branch and Vidya Rudra of Oriental Bank of Commerce to furnish a copy of Notarized written affidavit before magistrate/judge either confirming that the charge was created prior to August 1998 by GTB management or denying that the charge was not created prior to August 1998 on assets of Core Healthcare.
